Missoula County commissioners adopted a resolution creating the Missoula jurisdictional advisory committee to advise the Board of County Commissioners on the administration of the county’s targeted economic development districts (TEDs) and related tax increment financing (TIF) matters.
Andrew Hagemeyer, Community and Economic Development Director, and Flana McLarty, Lands and Economic Development Specialist, presented four implementation options required or allowed under Senate Bill 3: (1) include all affected taxing jurisdictions on a new advisory committee, (2) add school-district representatives to the existing Missoula Development Authority (MDA) board, (3) create a separate advisory committee for each TED, or (4) form a committee composed only of the overlapping school districts. Staff recommended forming a committee that includes all affected taxing jurisdictions (school districts, fire districts, transit, and a county representative) and noted logistical plans to staff the body and forward recommendations to the MDA board and the commissioners.
During public comment, representatives of DeSmet and Bonner school districts urged that school voices be preserved and not diluted; several speakers argued that school districts bear long-term fiscal impacts from TIFs and should therefore have clear, elevated representation. Missoula Rural Fire requested inclusion of the fire district on the committee. The MDA board considered the staff recommendation and recommended approval with one dissenting vote; the dissent questioned whether the MDA should continue to handle TIF matters if another advisory body is created.
A commissioner moved to adopt the resolution creating the Missoula jurisdictional advisory committee; the motion was seconded and approved by voice vote. The resolution instructs county staff to appoint representatives from each school district with boundaries overlapping county TEDs and invites other taxing jurisdictions to participate per the statute. The committee will meet publicly, be staffed by county staff, and serve in an advisory role to the commission on TED/TIF administration.
