The Planning Commission voted Oct. 27 to rezone property at 2001 N.W. Ninth Street from MF‑14 (moderate‑density multifamily) to a Planned Development Commercial (PDC) district tailored to permit only assembly uses (assemblies under 500 people) and indoor recreation uses such as gymnastics and dance studios.
City planner Chantelle Frye explained that the intent of the PDC is to allow a limited, integrated use pattern and that the current proposal restricts the PDC to two specified uses; she said staff found the request consistent with the comprehensive plan and recommended approval with conditions. Applicant Michael Scott said he and his partners revised their prior submittal in response to commission direction and sought the more limited PDC to address compatibility concerns.
Several neighbors who live immediately adjacent to the property opposed the rezoning, citing traffic, the intensity of new activity and potential property‑value impacts. Residents said they have already observed increased traffic on Ninth Street and were concerned about parking and late‑night activities. Staff clarified the property’s zoning history: the site had earlier been zoned general business and a church historically occupied a portion of the site; subsequent multifamily approvals and nearby development followed.
Commissioners approved the rezoning, the PDC concept plan and the PDC final plan by roll call; staff said the items will be forwarded to City Council on Nov. 3 for final action.
