Council approves two engineering contracts for 2024 road bond projects

City engineer John Turpin described the awards: a $983,017, 420‑day contract with Park Hill for design of 30th Street from Upland Avenue to Alcove Avenue and a $945,548, 15‑month contract with Consor Engineers for design of U.S. 146 from Quaker Avenue to Slide Road. Turpin said procurement for engineering services is qualifications‑based under state law and that staff negotiated the Consor proposal down from an initial higher figure.
Councilman Glasheen questioned competitive pricing and was told the city negotiates fee after a qualifications‑based selection; if negotiations fail staff will move to the next‑ranked firm. Staff said the contracts reflect project complexities such as railroad crossings and TxDOT coordination.
The council approved both contracts by voice vote following the presentations and discussion.
