Committee delays vote on $618,200 transfer for Greenwood Pool pavilion pending re‑estimate

The Gardner City CDBG steering committee on Oct. 28 continued a public hearing on a proposed transfer of $618,200 from funds allocated for the School Street School demolition to a new Greenwood Pool pavilion project.
Assistant Director Yuhas told the committee that federal Buy America implementation (Build America, Buy America Act) applies to infrastructure projects over $250,000 and may raise material costs for the pavilion; the firm Tye & Bond was re‑estimating the project to show the potential impact. Yuhas said staff hoped to have a revised estimate for the committee’s November meeting and recommended continuing the hearing until that information is available.
Committee members discussed the procedural need to have an appropriation before going to bid and whether a rendering for public outreach should be included in the estimate. The chair moved and the committee approved continuing item 1.2 to the November CDBG steering committee meeting so staff can present the revised estimate and any adjustments needed to comply with federal requirements.
No final transfer or cancellation of the School Street School demolition account occurred at the Oct. 28 meeting; staff will return with a re‑estimate and a formal request for a budget change to EOHLC if needed.
