McMinnville council unanimously approves Linear Park irrigation contract and backs DLCD technical assistance grant

Council approved Resolution 2025-59, awarding the contract for the Linear Park irrigation renovation project. Staff explained the award strategy: the work was split into two pieces so the contractor first can replace and repair fundamental system components (valves, controllers, wiring and piping) and then use any remaining funds to replace sprinkler heads as feasible. David Renshaw, who answered council questions about the bid results, said the base-phase approach ensured the critical repairs were completed before expendable items were addressed: "The base bid is to replace all the fundamental pieces of it...so we allocated about $75,000 of our project total to do that," Renshaw said.
Councillor Geary moved to approve the resolution; Councillor Cunningham seconded. The council recorded a unanimous vote: Payne (Aye), Geary (Aye), Cunningham (Aye), Tikalski (Aye), Chenoweth (Aye), Council President Peralta (Yes) and Mayor Morris (Yes). The resolution passed 7–0.
Resolution 2025-60: DLCD technical assistance grant support
Council also approved Resolution 2025-60 supporting an application to the Oregon Department of Land Conservation and Development (DLCD) Technical Assistance Program. Community Development Director Heather Richards said the city applied for $35,000 to hire a consultant to map development-review processes, create flowcharts and checklists for both internal staff and external customers, and improve communications to builders and developers. Richards said the work responds to prior recommendations in McMinnville—s MacTown 2032 economic development plan and an internal Community Development Center assessment.
Councillor Payne moved to approve the resolution; Councillor Tikalski seconded. The motion carried unanimously (7–0).
Other council action
The consent agenda was approved unanimously earlier in the meeting; staff noted that one consent item (a manhole rehabilitation services contract referenced in staff remarks) was included on the consent agenda and thus advanced as part of the consent vote.
What this means
The irrigation contract award moves forward planned repairs and modernization of the city's irrigation controllers and piping; staff said updated controllers could accommodate modern centralized scheduling and weather-based water-delay features. The DLCD grant, if awarded, would fund outside technical assistance to clarify and publish the city's development-review steps to help applicants and improve internal coordination.
