The Pinole Community Services Commission on Oct. 22 voted to forward a draft update to its bylaws to the City Council for consideration, with the motion carrying and one commissioner recorded as opposed.
The draft bylaws, presented by staff, update procedural details and staff liaison roles, correct the regular meeting start time from 6:30 p.m. to 5:00 p.m., and include a proposal to reduce the commission from seven members to five. Staff told the commission the changes are intended to align the bylaws with current operations, clarify attendance and conflict-of-interest language, and better match the commission’s workload.
Commissioners asked for clarifications about the practical effect of reducing membership and about eligibility to reapply when seats open. Staff said that when a vacancy occurs commissioners may reapply; the reduction to five would take effect as current terms expire. One commissioner expressed opposition during the vote, stating, “I’m just not comfortable with taking it from 7 down to 5.” The record shows the motion carried; the meeting minutes will record the formal tally.
Staff said it will present the draft bylaws to the City Council at its Nov. 4 meeting for final action. The commission also asked staff to ensure the corrected regular meeting time (5 p.m.) is reflected in the draft sent to council.
