Staff acknowledged the concern but noted continuity has benefits; the council asked staff to consider more diversified procurement in the future.
Several council members also expressed displeasure with the project timeline; one member called out a "140 day delay." Staff said the engineering costs would be covered within existing loan authorizations and that finance will manage the multi‑year carryover of project funds.
