The Government Services Committee met Oct. 27, 2025, to consider multiple infrastructure and public-works items including a master engineering agreement for the 2026 road program, multiple well and pump repair contracts, SCADA system upgrades, winter operations contracts, repair work at the Q Center, a presentation on a proposed floating "Ecopark" river feature, a request from IDNR/Army Corps for a nonbinding letter to continue dam studies, and an extended update on the city's lead service line replacement program. Several routine contract awards were approved by roll call; council members debated funding, contractor vetting, and long-term maintenance obligations on several items. The committee tabled consideration of a nonbinding letter of support for the dam study and requested further internal discussion.
