The committee said it has prepared an introductory letter that it previously circulated to council members and has drafted a resolution that would codify time limits and other items discussed in the letter.
Gunther said he would forward the draft resolution to the full council and requested comments by 5 p.m. on Friday. The committee—s plan, he said, is to forward the materials to city legal counsel for review if and when the council secures an attorney; if no attorney is available the committee will hold the materials.
Some council members said they would not sign the letter in its current form or would only sign with the mayor's concurrence. Gunther said the ad hoc group continues to meet and is pursuing steps to restore staff and clarify administrative procedures.
