The planning office ran the county’s point system for rural-lot creation and reported the site fell short of an administrative approval (largely because of lot size) but was appropriate for a special-exception approval given the existing pattern of nearby dwellings and the site’s configuration, which reduces extra agricultural maneuvering on surrounding fields.
Planning staff noted soil-testing/min-specs have been obtained and that the proposed lot will require minor-subdivision approval through the area plan commission before becoming buildable. Access and septic arrangements will be addressed during the subdivision review.
A board member moved to approve the application (CC2025-00980, docket 35-25-SC) incorporating the findings of the staff report; the motion was seconded and passed by roll call vote.
