Lewis County commissioners approve surplus declarations, $240,000 grant, interlocal amendment and church transfer

The Lewis County Board of County Commissioners on Oct. 21 approved a group of consent resolutions that declared surplus items, accepted grant funding, amended an interlocal agreement and accepted an offer to transfer the Kilquedo Church to a local cemetery association.
E. Vansolini, the county IT director, presented Resolution 25-292 declaring specified personal property surplus. "I've reviewed it and decided that these are no longer necessary for county business," Vansolini said, noting attachments to the resolution list the items recommended for surplus declaration.
Jeff Soderquist, public works director, presented Resolution 25-293, a declaration of surplus vehicles and equipment. Soderquist listed items included in the staff packet: two pickup trucks, a facilities work van, four retired patrol vehicles, two pieces of heavy equipment, a forklift, a cargo trailer, a utility trailer, dump bodies from four dump trucks that were reassigned to other departments, tires, and guardrail material no longer needed. He noted that Lewis County Code chapter 3.3 requires board declaration of surplus prior to disposal.
Bridal Lester, clerk of the board, presented three additional consent items. Resolution 25-294 approves $240,000 in grant funding from the Distressed Counties Fund to Lewis County Public Works for the Middle Fork Water System Plan update. Resolution 25-295 amends the county's interlocal agreement with Thurston, Pacific, Mason and Grays Harbor Counties related to Pacific Mountain workforce collaboration. Resolution 25-296 accepts an offer from the Kilquedo Cemetery Association to purchase and restore the Kilquedo Church, a property the county had previously deemed surplus and which staff described as in need of repair.
A consolidated motion to approve Resolutions 25-292 through 25-296 was moved and seconded. The board approved the motion by voice vote, 3-0.
Tally and next steps: the clerk will publish surplus listings and arrange disposal or sale according to county code; Public Works will administer the Middle Fork Water System Plan update with the awarded grant; and county staff will proceed with the Kilquedo Church transfer process as outlined in the offer and county procedures.
