Summary
The CRA adopted Resolution 2026-03 amending the South End plan; staff noted and corrected scrivener errors and board members requested a future joint session with city council to discuss long-term tax-increment financing implications.
The Jacksonville Beach Community Redevelopment Agency on Oct. 27 adopted Resolution 2026-03 amending the South End plan and corrected typographical errors staff described as scrivener’s errors.
Taylor told the board staff found two references that incorrectly named the downtown district and confirmed both were corrected in the version presented for signature. Taylor said the changes were "Scrivener’s errors" and that they did not change the plan’s substance. Board members asked for clarifying language to note that two planned-unit developments referenced on a page touch or are adjacent to the South End boundary and asked staff to add an asterisk clarifying adjacency; staff agreed to add that note.
Several board members urged a future joint briefing with city council to discuss tax-increment financing and longer-term fiscal impacts. Taylor said she had a follow-up conversation with the city manager and will seek a joint session to make sure council and the CRA are aligned before major financing steps.
The board approved the amendment by roll call. Votes in favor were recorded for Kevin Myers, Ron Waddington, Megan Edwards, Todd Mosley and Gerard Pankow.
