Council reviews Title VI complaint process, seeks signed form and clarifies program manager

Council reviewed an online notification that a Title VI complaint had been received and said the town needs the signed paper complaint to trigger the formal investigative and legal process set out in town procedures. Members noted the online notice is a notification but not the official signed form required to initiate the program manager's responsibilities.

A council member said minutes show Lisa was appointed Title VI program manager in 2024; the website may list Jack in error. Council directed staff to locate the original signed form, keep it on file at town hall, and notify Lisa so she can follow the town's complaint investigation process. The council asked Joe and Maddie to check submitted records and provide the documentation to the panel and to Lisa.

The meeting also referenced a separate sidewalk complaint on Piper Drive; staff reported that Joe had emailed the council on Sept. 30 that he had received the complaint and had contacted the town attorney and would return with information. Council members asked staff to prioritize finding the signed Title VI form and to follow the established process once the form is located.
