Roseville planning commission backs resolution affirming multi-hazard mitigation plan for disaster funding

The Roseville Planning Commission unanimously voted Oct. 23 to recommend the City Council adopt a resolution affirming that the city's Multi-Hazard Mitigation Plan dated December 2023 is incorporated by reference into the General Plan safety element.
Senior planner Lauren Hawker told the commission the plan is already dated December 2023 and that "California Disaster Assistance Act funding is contingent on this being the case, and the Office of Emergency Services has requested that we provide them a resolution affirming that the multi hazard mitigation plan is incorporated by reference and adopted as part of the safety element." Hawker said staff is not asking for changes to the plan, only formal affirmation of incorporation.
The action would preserve the city's eligibility for state disaster assistance tied to plan adoption. Hawker said the recommendation is ministerial: staff recommended the commission forward findings of fact and the resolution to the City Council for adoption.
Chair Heggenjos opened and closed the public hearing with no members of the public addressing the commission. Commissioner Pryor moved to recommend council adoption; Commissioner Hagler seconded. Roll call was unanimous in favor.
The commission's recommendation will be transmitted to the City Council for formal action. No implementation tasks or deadlines were specified in the hearing record, and staff did not present additional budget or program requirements tied to this affirmation.
