Committee presses for full redevelopment GRAMA request; SEH to return with property data

Staff reported that they submitted a redevelopment GRAMA grant application and have been asked by the reviewer to include more documentation and to request the full scope at submission rather than a reduced amount. “When I submitted the grant, I submitted a little bit under $2,000,000,” the staff member said, adding the reviewer returned the packet for additional supporting documentation and advised including all requested items up front.
The staff member said they had received an early indication that the grant might cover roughly $650,000 but that the advice from the reviewer was to ask for the full amount at the outset. “If I don't ask for it at the get go, we lose it,” the staff member said. Committee members discussed the implication that the site’s value lies primarily in developable land rather than in the buildings themselves because of the buildings’ condition and demolition costs.
The committee discussed required supporting quotes and documents that must be uploaded to the application, including: surveying costs to define parcels; demolition estimates for buildings and rubble removal; contractor quotes for HVAC, sidewalks, parking lot work and separate utilities; and an SEH engineering quote. Staff said they are collecting quotes from county staff and external contractors and will upload them to the grant application. Mike Hardy and Josh were identified as helping locate existing HVAC and paving quotes.
Members also discussed whether certain on-site materials might be reused for base material on road construction. An engineer consulted for the project said material would need hardness testing after crushing and that usability is not guaranteed. Committee members noted that demolition and material testing costs are uncertain and could be a major line item in any redevelopment budget.
The consultant firm SEH was reported to be gathering ownership and acreage data for several parcels; staff said SEH had emailed questions about unclear owners and acreage discrepancies and plans to present a live update at the next meeting. Committee members asked that SEH attend in person if possible so members can ask questions directly.
Committee members emphasized setting priorities if grant funding does not cover all desired work. Staff warned that prices may rise and that the committee should list top priorities once all quotes and cost estimates are assembled.

Next steps
Staff will finish assembling quotes for survey work, demolition, HVAC and site utilities and will update the GRAMA application per the reviewer’s instructions. SEH will return next month with an update on ownership and acreage data and is to be asked to attend in person.
