Charleston County staff described the Phillips Community Drainage Improvements Project on Bessemer Road in Mount Pleasant, saying crews upsized pipes at seven road crossings, installed box culverts and multiple new culverts, and regraded about one mile of the channel to increase capacity. "This is the Phillips Community Drainage Improvements Project. We're on, Bessemer Road in Mount Pleasant," a county staff member said.
The project focused on replacing undersized road-crossing pipes with larger box culverts and adding additional culverts where needed, and on widening and deepening the ditch/canal to carry more water. "And what we did is we upsized the pipes at each of those road crossings with box culverts and multiple new culverts because they were undersized. And we also regraded the ditch to get more capacity," the staff member said.
Staff emphasized the downstream end of the work is affected by tides from Horlbeck Creek. They said the canal currently holds a substantial amount of water at the downstream end but that the regrading and larger pipes increase the channel's capacity compared with the previous narrow, shallow condition. "That's a tidal influence from that Horlbeck Creek. So whatever, whenever there's the high tide, it'll actually flow up and into this canal that we regraded," the staff member said.
Officials said the new pipes will allow water to drain faster during low tide, reducing standing water and improving flow. "And during low tide, it'll drain that much faster because of the new pipes we put in. We thank everyone for their patience. We'll be able to keep the Stitch in good shape for the future," the staff member said.
