Oak Grove aldermen approve easement vacation, multiple ordinances and city purchases

Oak Grove’s Board of Aldermen adopted multiple ordinances and approved several procurement and administrative actions during its Oct. 20 meeting.
The board unanimously approved the consent agenda, including minutes from the Oct. 6 meeting, expenditures through Oct. 15 and the September 2025 financial statement. Mayor Dan Webb opened and led the meeting; the roll was called by City Clerk Kim.
Key formal actions taken by the board included the adoption of an ordinance vacating utility easements (bill 25-19) to allow a property owner to combine lots and expand a business in Oak Grove Industrial Park; adoption of an ordinance calling a city election for April 7, 2026 (bill 25-20); adoption of an ordinance amending the city code on endangering the welfare of a child to mirror Missouri statute (bill 25-21); and adoption of an ordinance amending city code to align meeting, records and fee procedures with recent state law changes (bill 25-22).
Council also approved: a resolution authorizing staff to apply for a Land and Water Conservation Fund grant to improve Webb Park (50/50 match expected); the purchase of eight ZOLL AED 3 units and six cabinets from Total Works Solutions for $20,748; a multi-year fireworks contract with Premier for the Sparks & Stripes event (2026–2029); site-plan and design approval for a three-building industrial development in Powell Industrial Park; and the reappointment of Dennis Evans to the Planning & Zoning Commission.
Votes and formal outcomes for measures with recorded roll calls: the ordinance vacating utility easements (bill 25-19) was adopted by roll call: Melissa Johnson — yes; Tracy Newcomer — yes; Shane Shawbaker — yes; Pam Poe — yes; Kelly Neto — yes (ordinance number 2145). The election ordinance (bill 25-20) was approved by roll call (ordinance number 2146). The ordinance amending the child-welfare provision (bill 25-21) was adopted by roll call (ordinance number 2147). The ordinance aligning meeting/records provisions with state law (bill 25-22) was adopted by roll call (ordinance number 2148). Other motions (site-plan approval, grant application, AED purchase, fireworks contract, reappointment) passed by voice vote or unanimous consent where recorded.
The board then voted to adjourn to executive session under statutory citations; a roll call was taken and the motion carried.
