Task force members spent the last portion of the Oct. 27 meeting refining draft prioritization criteria intended to help compare projects across working groups.
The draft grouped values into cross‑cutting areas (for example, environmental quality, equity, deliverability and public benefit). Multiple members said the climate dimension should be informed by the Office of Climate Action and Resilience’s forthcoming screening analysis; others argued the task force still needs a common set of questions that each working group can apply to their recommended projects. Members also urged the group to account for project‑readiness and prior bond commitments so recommended projects could be delivered in the bond cycle.
Several members recommended that working groups apply the rubric in a first pass and that the full task force use the rubric as an additional lens when working groups return prioritized project lists. The chair asked members to submit proposed edits to the criteria by email; work on weighting, scoring and point allocation will continue at future meetings.
