The Santa Rosa County School Board on Oct. 9 approved a resolution declaring a parcel adjacent to Gulf Breeze Elementary surplus and authorized execution of a contract to sell the property to an interested buyer for $40,000, district staff reported.
District staff presented a survey and an appraisal valuing the parcel at $29,000; the prospective buyer's contract price is $40,000, $11,000 above the appraisal. Joey Harrell, assistant superintendent for administrative services, described the parcel's location relative to Gulf Breeze Parkway, the elementary school playground and the school bus ramp. Harrell said the buyer plans to clear and landscape a wooded area and run a fence along the district's bus ramp to beautify a property the buyer already owns north of the parcel.
Harrell and board members explained the property contains an existing easement that was granted in 1986 to a church for access to Highway 98. Board members said the board would approve the sale only if the contract's legal description is modified to accurately reflect that easement and to foreclose its use as a public thoroughfare other than specified users (the district and the church). If the parties cannot reach that easement/legal-description correction, staff said the contract would be null and void.
The board first approved a resolution declaring the parcel surplus and then approved the contract contingent upon updating the legal description; both votes were unanimous.
District staff said the sale price and the contingent terms were presented to the board; staff will return any updated contracts and legal descriptions to complete closing steps once the easement language is corrected.
