Clallam County moves ahead with new financial system; staff request extra implementation support

Clallam County staff told the board they are moving forward with negotiations to buy a new enterprise financial system (ERP) and would need implementation funding, vendor payments and dedicated project management to complete the conversion.
Rebecca, a staff member leading the finance update, said the vendor has provided a revised quote and that the county expects a portion of the contract cost will be payable on signing. "We had 175,000 of costs; half would be due when we signed the contract in 2025 and then the remainder in 2026," she said. Finance included approximately $87,500 in the 2026 capital plan as the next tranche of conversion costs and has about $105,000 in professional services available in the proposed budget for implementation help.
Commissioners and staff discussed whether the county should hire or contract for one or more people to focus on implementation. "What you want is somebody who can provide 80 to 90% of their attention to just running the project," one commissioner said. Staff said candidates could be internal (reassignments) or temporary external consultants — but cautioned that any reassignments would add workload elsewhere and that outside contract support often needs domain expertise to be effective.
Commissioners asked staff to return with a short plan showing how implementation work would be resourced (in‑house vs. contracted), how the transition would affect routine finance responsibilities and, if needed, with a request for supplemental implementation funding. Staff also noted the conversion could improve grant tracking and other county financial controls once live.
