Clallam County seeks grant amendment to shift FEMA funds to preconstruction for EOC

County staff told commissioners they have a contract amendment pending that would change the scope of eligible costs under a federal grant for the new emergency operations center (EOC). The amendment would allow reimbursement for preconstruction items such as design and site work, rather than waiting until direct construction can be completed within the grant period.

Staff said construction schedules have slipped and that seeking reimbursement for design and site work will permit the county to request federal reimbursement sooner. The amendment does not change the agreement's expiration date; staff said they have separately requested an extension (the current expiration date was stated as April 30, year not specified) and will submit the extension request to FEMA after the scope amendment is approved.

Commissioners agreed to place the contract amendment on the board's regular meeting agenda so the county can execute the change and pursue the extension with FEMA and the Department of Commerce as appropriate. No formal vote was recorded during the work session.
