Planning commission tables subdivision ordinance, sets schedule to finalize development code

The Planning Commission on Oct. 10 moved to table review of Article 5 (the county’s subdivision ordinance) to the next meeting and discussed the remaining schedule to finalize the broader development code update. Steve Ingfer, planning director, said staff intends to complete review of remaining articles and present a final recommendation resolution to the board in late November, followed by a proposed joint meeting with the Board of Supervisors on Dec. 9.

A motion to table Article 5 to the next meeting was made, seconded and passed unanimously. Staff said Article 5 will be revised to address survey‑related content drawn from the Subdivision Map Act and other commissioner comments before the next hearing.

Ingfer also walked commissioners through the remainder of the adoption steps: final code formatting and legal review, CEQA analysis (staff noted CEQA applies to the legislative adoption and that some code changes could trigger an environmental review if they introduce new land‑use impacts), public hearings, and adoption ordinance readings. He noted the county would aim to have the development code go through the board initiation process this year.

Commissioners asked for packet preferences (clean and tracked change versions) and for staff to continue soliciting public comment and to coordinate with area plan committees as the general plan update proceeds. Several commissioners offered editorial and substantive corrections to be submitted to staff for incorporation prior to the next packet.
