Planning commission advances draft development code after multi‑hour definitions debate

The Mariposa County Planning Commission continued detailed, article‑by‑article review of a draft development code at its Oct. 24 meeting, centering on how new definitions and standards will affect limited‑density rural dwellings (LDRDs), remote workforce housing, the airport overlay and scenic resource protections.

Planning Director Steve Ing and planner Ben Gove led the commission through substantive edits in the fifth preliminary draft. Gove told the commission that the draft would: allow LDRDs in all residential zones (excluded from adopted area plan zones), add a separate remote workforce housing article, introduce a new ‘‘night‑sky lighting’’ standard, incorporate a 10% density bonus, and remove a provisional ADU compliance section for separate administrative follow‑up. Staff said the development code edits will be refined for formatting by a contractor (Minteer Harnish) and will return to the commission on Nov. 7 and Nov. 21 before a planned joint meeting with the Board of Supervisors on Dec. 9.

The commission’s discussion focused less on the broad policy intent and more on technical wording and placement of definitions.
