Cowlitz County approves engineering supplements for Tower Road culvert and Allender Road fish-passage project

Susan Eugenis, the county engineer, told the commissioners the county requested Supplemental Agreement No. 4 to the local agency standard consultant agreement with WSP USA to complete existing projects the consultant is already supporting, adding $500,000 to the contract. Eugenis said the largest remaining task under that agreement is the Tower Road Rock Creek culvert replacement, which currently has a temporary bridge in place and is slated for final construction in 2026.
Eugenis also presented Supplemental Agreement No. 3 with OTAC Inc. for the Allender Road Stillwater Creek fish-passage project. The supplement is $207,834.60 and will fund final design, construction services support and permitting. Eugenis said the project is funded 85% by the Brian Abbott Fish Barrier Removal Board with a 15% local road fund match; the site includes an old box culvert that both restricts fish passage and is part of a load‑rated bridge system.
A commissioner moved approval of each supplemental agreement and the board approved both items by voice vote.
