Placer County makes development fee-deferral program permanent

After nearly 17 years of operation, the Board approved deleting the ordinance sunset and making the county'run fee deferral program permanent; the program lets developers defer certain impact fees until final inspection, C of O, sale or two years after permit issuance.
The Board of Supervisors voted Nov. 4 to make Placer County's long-running development fee-deferral program permanent by deleting the ordinance's sunset provision.
Casey High, administrator for Community Development fiscal operations, said the program was first adopted in 2008 to support development during an economic downturn and allows deferral of sewer connection, traffic impact, public facility and parks and recreation fees. The county's program ties fee payment to the earliest of final inspection, request for certificate of occupancy, two years from building permit issuance, or sale of the property.
Staff told the board the program reduces upfront construction costs, improves project feasibility and aligns payments more closely with when development impacts occur. The Board approved the ordinance change to delete the December 31, 2025 sunset and make the fee-deferral program permanent by motion.
