Hastings Utilities staff provided an update on the new billing system implementation and the timing for budget‑billing under the new software.
Carl (Finance staff) said the utility has worked with finance, customer service and IT to implement Tyler Munis and to insert a city dividend fee on the bill detail. He said the billing detail page (page 2) now shows the city dividend fees and that those line items began appearing on customer bills in October.
Because the budget‑billing calculation requires one month of billed data to integrate new fees, staff said they will run a month of regular bills in October and start the new budget‑billing year in November. Carl said staff are preparing customer talking points and support for customer service representatives to help customers understand the format change and the budget‑billing timing.
Board members thanked staff for the rollout work and said they expect staff to continue to monitor customer feedback as the system moves into live billing.
