County transmits Recreation and Open Space Element update; planning commission had backed changes 10–0

Palm Beach County commissioners voted to transmit updates to the Recreation and Open Space Element and to receive and file the associated business impact estimate.

Jennifer Cirillo, director of Palm Beach County Parks and Recreation, and Bob Hamilton presented the item and described seven changes to the element, which the presenters characterized as largely administrative: slight revisions to park definitions; a new policy requiring maintenance of a parks master plan; a new policy to explore funding sources tied to the county’s recently created parks foundation; encouragement of green infrastructure; and map-series updates. Cirillo said the county had not updated the Recreation and Open Space Element since 2012 and that the county’s parks master plan was finalized in 2024.

Cirillo told the board the Planning Commission recommended approval by a unanimous 10–0 vote. Commissioner Sachs thanked staff and praised the parks team; the board then moved and approved the motions to transmit and to receive and file the business impact estimate by voice vote, recorded as 6–0 in favor.

Discussion points: Staff characterized the changes as administrative and tied to implementation tools (parks master plan and parks foundation). Commissioners noted awards and praised staff performance.
