County adopts case‑by‑case geotechnical pavement exception process for subdivisions

WAGONER COUNTY, Okla. — Wagoner County commissioners on Nov. 3 approved a permanent approach allowing developers to seek alternate pavement sections for subdivision roadways based on geotechnical recommendations, with each request to be considered on a case‑by‑case basis.
Casey Sanders, planning and zoning, said the draft language came with a staff report and an Olson Engineering review. Planning commission recommended approval but requested that the board ensure alternate designs would not be used to expand density later. Sanders and commissioners agreed the specific structural numbers and limits should be provided for each project. "Wecan have another public hearing where at that point, the planning commission and the board of county commissioners can fill in the blanks for that development," Sanders said.
Developer Jason Burke asked what criteria would speed Olson's review; staff said applicants should provide completed geotechnical reports and the engineering calculations that show a 20‑year lifespan or similar design life. Commissioners approved the approach, directing that applications for alternate pavement designs return with the geotechnical analysis and the specific numbers needed for final approval.
Olson Engineering has reviewed outstanding geotechnical submissions for projects currently on hold; staff said approvals on a project basis could allow developments with adequate engineering to proceed more quickly.
