The Santa Cruz County Board of Supervisors on Nov. 4 approved in concept proposed amendments to County Code chapter 2.26 governing emergency services and scheduled a second reading and final adoption on Nov. 18.
Amanda Goelings, the county's emergency services analyst, told the board the updates modernize definitions to match state and federal emergency-management terminology, clarify the powers and duties of the director of emergency services (typically the county executive officer) and the director of emergency management, add secession-of-authority provisions, and add public-health abatement authority for threats during declared emergencies. The proposed code language also aligns county operations with the National Incident Management System (NIMS) to improve coordination with state and federal partners.
Goelings said there is no immediate fiscal impact from the ordinance amendments. Staff recommended approving the ordinance in concept, scheduling final adoption for Nov. 18, and directing the clerk to publish required public notice.
The board voted unanimously to approve the ordinance concept and to set the second reading date for Nov. 18. Staff will publish required public notice and return the proposed ordinance for final action on the Nov. 18 agenda.
