Board holds Prop. 218 hearing on proposed mosquito/vector assessment; ballots to be tabulated Nov. 18

The Santa Cruz County Board of Supervisors opened and conducted a public hearing Nov. 4 on a proposed county mosquito, vector and disease control assessment under Proposition 218 procedures.
Brandon Van Whelan, the consultant representing the assessment engineer, told the board that ballots were mailed on Sept. 2 to identified property owners in the proposed assessment area consistent with Prop. 218 requirements and that replacement ballots were available at the meeting for verified owners. He said the engineer's report outlining benefit methodology and the proposed budget for fiscal year 2026-27 was on file.
A public commenter asked that the engineer's delineation of general versus special benefit be clarified; Van Whelan and staff said the engineer's report specifies benefit methodology. The clerk noted two letters of objection had been received and included in the board packet.
After public comment the board closed the public hearing but left the ballots secured for tabulation. The consultant said all ballots received by the end of the public-input portion of the hearing will be tabulated and that results would be reported at a continued hearing on Nov. 18.
No formal levy was adopted at the Nov. 4 meeting; the outcome will be determined after the Prop. 218 tabulation on Nov. 18.
