The Orange County Board of Supervisors announced several personnel and litigation decisions during a closed session, including appointing attorney Stella Lim as interim executive director of the Office of Independent Review and authorizing legal action in two pending cases.
Attorney Stella Lim was unanimously appointed to serve as interim executive director of the Office of Independent Review, the board said. The board directed Human Resources Services to conduct an executive search and said it will review a proposed employment contract for Lim at a future public meeting.
The board also said it unanimously authorized the filing of an appeal in the matter of Jeremy Holloway v. County of Orange. The board described that case as involving the response of deputy sheriffs to a domestic violence call at the O'Neil Campground.
Separately, the board stated that in the matter identified as D.R. v. County of Orange — a case that the board characterized as involving alleged abuse by a foster parent — it unanimously directed risk management and outside counsel Collins and Collins to take the case to trial.
The board cited Government Code sections 54957, 54957.6 and 54956.9 as the legal basis for meeting in closed session and said no other reportable action was taken. The board adjourned and announced the next meeting is scheduled for Tuesday, Nov. 18, at 9:30 a.m.
