Public works staff noted the lowest bid came in roughly 61% below the engineer’s cost estimate. “They still feel they can honor it,” staff said of the contractor, adding that the city met with the bidder and contacted subcontractors to confirm capacity. The council asked whether a low bid reflected a missing line item; staff acknowledged the contractor’s price was lower on traffic control and underground boring but said the contractor affirmed it could perform the work and that a 25% contingency was included to cover change orders or unanticipated items.
Council members asked about contractor experience. Staff listed prior in-city projects performed by the team, including work on a fire department staircase and sidewalk improvements, and said the contractor has been used on other city projects.
A motion to award the contract and authorize the public works director to sign contract documents and approve additional work within the 25% contingency passed by voice vote. The council’s roll call earlier in the meeting recorded six members present; Council member Boyle was absent.
The award will allow city staff to proceed with contract paperwork and the project schedule; staff said they will manage change orders within the authorized contingency and return to council if unanticipated work would exceed that authorization.
