Muskogee County holds first public hearing on Springboard Data Center economic development plan

The Muskogee Board of County Commissioners held the first public hearing on the proposed Springboard Data Center Economic Development Project Plan and its supporting incentive districts on July 21, 2025. The hearing opened at 9:02 a.m. and closed at 9:20 a.m. following a presentation by Lisa Hardin with the Center for Economic Development Law of Oklahoma City.

Vice-Chairman Keith Hyslop moved to hold the first public hearing to receive a presentation and information, including an analysis of potential or negative impacts and to provide an opportunity for questions. The motion was seconded and approved by the commissioners.

During the presentation, Hardin provided the project plan and described the supporting incentive districts; the minutes record that the presentation addressed potential impacts and allowed for questions. The minutes state explicitly that no action was taken in the public hearing.

Because the hearing was informational and is recorded as the first of potentially multiple hearings, no ordinance, resolution or incentive adoption was made at this meeting. Further hearings or formal action would be required for the county to adopt incentive districts or project-plan approvals.
