Speaker 5 and Speaker 3 briefed council on wastewater and irrigation work. Staff said they completed Biochemical Oxygen Demand (BOD) sampling with laboratory analysis pending and plan a sludge‑volume test in March to quantify solids accumulation in the lagoons. "Between those two, we will have a pretty good idea of what's going on down there," Speaker 5 said, and recommended a $40,000 maintenance budget line to avoid a costly backup.
