Commissioners approve $4.15M paving contract and multiple procurement items

The Carroll County Board of Commissioners approved a series of procurement actions Thursday that included a $4,151,560.60 contract for 2025 hot mix asphalt paving and several other contracts and renewals.

Procurement staff, working with the Bureau of Engineering, recommended awarding the paving contract (Paving 1) to M.T. Laney Company, Inc. The work covers approximately 12 miles across 23 county roadways; staff said the amount is within the FY26 adopted budget. The board moved and seconded the award and approved it by voice vote.

The board also approved a feasibility study contract for Circuit Courtroom No. 6 renovation with Crabtree Rorbaugh & Associates for $73,600; staff said the study will deliver three design concepts with estimates and a 16'week schedule. Commissioners asked about the schedule and staff confirmed the 16'week timeframe.

A utility installation upgrade for the new State's Attorney building was approved ($40,135) and, separately, the board approved a contract for a new waterline at the Public Safety Training Center ($410,456.66). Staff explained that designers for phase 2 of the training center identified the undersized 6'inch main and 4'inch meter; the county contracted the work separately to avoid delaying the phase 2 design.

The board also renewed its yearly contract/membership with the Northeast Maryland Waste Disposal Authority for $189,140.47; staff noted the county has been a member since the early 1990s. Finally, the board adopted resolutions updating authorized banking signers and depository authorities to reflect personnel changes.

All procurement approvals were reported as within the FY26 approved budget and were approved by voice vote with no recorded roll'call shown in the transcript.
