Carroll County adopts 2025 Radiological Ingestion Exposure Pathway Plan

The Carroll County Board of Commissioners voted Thursday to endorse and promulgate the county'wide 2025 Radiological Ingestion Exposure Pathway Plan, a FEMA-required document that lays out roles and procedures for agencies responding to a radiological emergency.

The plan is required because parts of Carroll County lie within a 50'mile ingestion radius of the Peach Bottom Atomic power station in York County, Pennsylvania, county staff said. Assistant Manager Jacob Hill told commissioners the plan "establishes procedures, guidance, roles, and responsibilities" for response agencies and provides awareness and guidance to responding organizations.

County staff said the plan aligns local response with state and federal partners and consolidates coordination among county agencies. The board heard a short slideshow and then voted to endorse the plan; the motion was seconded and approved by voice vote.

No members of the public spoke in opposition during the presentation. Commissioners did not substantially amend the document during the meeting; staff said the plan meets federal requirements to maintain community emergency preparedness related to a radiological incident.

The endorsement triggers the county'level steps to publish and distribute the plan to partner agencies and to continue coordinated exercises and outreach required under federal guidance.
