City Administrator Steve Barr told the council Oct. 28 that responses to the Winebrenner redevelopment request for qualifications are due Nov. 7 and staff recommended forming an RFQ selection team to review submissions, interview candidates and make a recommendation to the full council and the Community Development Authority (CDA).
