ARR staff walk commissioners through resource recovery report definitions, diversion math and reuse programs

Deputy Director Ted Horton reviewed the monthly report rows and formulas used to calculate diversion, clarified that RRDOC materials are excluded from the curbside diversion percent to avoid double-counting, and described reuse programs (paint redistribution, reuse store), cart recycling and other recovery streams.
