Board approves student-conduct policies, textbooks, district office bids and professional-development agreement

The Kennett Consolidated School District Board of School Directors on May 12 approved a package of policy updates, contract awards and instructional purchases, including revised student-conduct policies and a district office construction contract.
The board adopted revised Policy 2-27, "Controlled Substances," which adds language emphasizing preventative education, clarifies staff reporting obligations, and incorporates the district's Student Assistance Program into procedural guidance. Board members described the framing of substance misuse in the policy as a public-health problem rather than solely a disciplinary issue.
The board also adopted Policy 2-33, a newly developed, stand-alone policy on suspension and expulsion that was previously embedded in the student code of conduct. The new policy directs the district to provide an immediate alternative-education plan when a student is separated from school rather than waiting for a parental proposal; board members said the change reflects the district's responsibility to ensure students remain educated when removed from regular placement.
In finance and operations business, the board approved the bill list and multiple fund disbursements, with packet totals described in board documents. The business manager reported the general operating bill list amount and summaries for internal service, capital reserve and food-service funds.
The board awarded construction contracts for the district office expansion and renovation. The lowest responsive bid total reported for the project was $1,645,352. The recommended awards: BSS Constructors (general construction) at $1,247,000; Hirschberg Mechanical (mechanical) at $96,745; CMSE Electric Inc. (electrical) at $224,607; and Clipper Pipe and Service (plumbing) at $77,000. Administration said mobilization is expected within about a month and the project timeline is roughly one year.
The board approved the formal adoption of several textbooks recommended by the curriculum department for secondary courses, including McGraw Hill Reveal Geometry with ALEKS and McGraw Hill Reveal Algebra 2 with ALEKS for middle and high school math, McGraw Hill World History: Modern Times for world studies, and Cengage US History: America Through the Lens 1877 to the Present for American Studies.
The board also approved an agreement with Lexia to provide Language Essentials for Teachers of Reading and Spelling (LETRS) professional development for 20 district staff, described by administrators as evidence-based, structured-literacy training aligned to Pennsylvania Act 135.
Two confidential student-waiver agreements were approved in closed-session fashion; because of confidentiality, no public discussion of contents occurred.
