Council authorizes Jacobs Engineering agreement for wastewater program and construction support

Public Works Director Jason Bagel recommended council authorize a master services agreement with Jacobs Engineering Group to provide program-level and construction-management support for the wastewater treatment plant expansion.
Bagel said the city issued a request for qualifications, received five submissions and convened an internal review committee which included the mayor, city administrator, city engineer, public-works director and the wastewater plant operator. The committee recommended Jacobs based on experience with natural-treatment processes and local projects.
"What's before you tonight is the recommendation...the first task order is for them to review what we've done...and provide initial permitting assistance," Bagel said. He added the firm will likely receive subsequent task orders for on-site construction management and specialized services during construction.
Council authorized the mayor to execute the agreement and the initial task order; the motion passed and staff said the first task order would be used to provide a third-party review of project documents, comments on the draft permit and to coordinate with the city—s recycled-water master plan.
