County launches multi-session strategic planning process using STEEEP framework

Eau Claire County formally began a multi-session strategic planning effort on Feb. 19 designed to surface major external trends and prioritize issues for board attention.
Facilitator Garrett Zastopol introduced the sessions and explained the STEEEP analysis (social, technological, economic, environmental, political/legal). Board members moved into small-group breakouts, each assigned one STEEEP component, and spent the meeting discussing trends and local implications.
Groups reconvened for reportouts. Highlights included: Group 1 (environment) identified access to clean and safe drinking water as a top issue; Group 2 (social) emphasized hospital deficits and an aging population; political groups highlighted fiscal uncertainty and citizen engagement; economic groups pointed to a shortage of affordable workforce housing countywide; technology groups prioritized cybersecurity and data protection. Several groups also recommended improved collaboration among local governments as a cross-cutting priority.
Chair Coffey and staff said the outputs will be recorded and used to inform the next session in March. The strategic planning process is intended to guide the boardin setting priorities and aligning resources.
