Fulshear updates zoning code, downgrades McKinnon Road classification

The Fulshear City Council on Sept. 16 adopted ordinance 2025-1502 to amend the Coordinated Development Ordinance (CDO), including updates to Articles 2, 3 and 9 and Appendix B (the Major Thoroughfare Plan). Council also approved a companion ordinance (2025-1510) amending the comprehensive plan to reflect the new thoroughfare map.
City planning staff said the package mainly cleans up contradictions created when the CDO was first adopted, consolidates regulations for wireless telecommunications into the CDO, adds explicit commercial design guidance (including preferred materials and ‘‘modern farmhouse—— visuals), and tightens electronic-sign standards by recommending a solid-black background with single-color text for digital displays.
A substantive change in Appendix B reclassifies McKinnon Road from a major thoroughfare to a major collector, staff said, to reduce right-of-way width where the road penetrates residential areas and to slow traffic where appropriate. The amendments also show the potential future abandonment of a local dogleg at Bodark pending future construction of a connecting segment.
Council members discussed timing and ownership questions for road connections into the roundabout at Fulshear Run Trace; staff said private ownership and development timing drive when right-of-way would be provided. The ordinances passed on council votes.
City staff said the revisions aim to promote cohesive commercial character near the Town Hall and THP corridor, reduce conflicting sign regulations, and improve clarity for developers and applicants.
