Yadkin County commissioners approve budget amendments, contracts and policy updates

The Yadkin County Board of Commissioners on June 2 approved a series of budget amendments, contracts and policy updates as part of its consent agenda and subsequent board actions.

By unanimous votes (4-0) the board approved budget transfers affecting Human Services, EMS, the Sheriff’s Office, opioid grant payroll adjustments, and Solid Waste accounting to accommodate a GASB 87 lease for Triad Metal Equipment (presentation showed lease proceeds of $625,000 and related amortization entries). The consent package also included a revised Water and Sewer Policy updated “so it is in compliance with Statute changes,” which removed meter-tampering fees and added provisions for partial payments and debit/credit card payments.

The board ratified several contracts and vendor renewals and authorized the county manager to sign them, including Stewart-Cooper-Newell (communications center design amendment), Southern Health Partners (detention medical services), Southern Software (RMS/HRMS/JMS support), Carolina Recording Systems (911 call/radio recording), Election Systems & Software (voting equipment maintenance), and Northwoods Compass (Human Services scheduling and records). The board also approved paying a prior-year $9,500 invoice from Southern Software out of the Emergency Telephone Fund after confirming with the 911 Board.

Solid Waste operations required a contract amendment with Triad Recycling and Container Services to increase the contract by $125,000 because of additional recycling pickups and holiday collections. The board approved the contract amendment and a related budget amendment to transfer $125,000 to the Solid Waste professional services line to cover the change (motion by Commissioner Collins; vote 4-0).

Other board approvals included:

- A $10,000 America 250 grant contract for the America 250 Committee (ratified); - An NC Department of Environmental Quality funding-amendment ratification clarifying the county’s status as a sub-recipient of federal funds; and - An $18,288.98 grant award from the North Carolina Department of Military and Veterans Affairs for veterans services, with a Grant Project Ordinance to allow spending across FY2025 and FY2026.

The board also approved a time-sensitive $9,932.28 contract with The Ragg Company to provide screen-printed book bags and padfolios for the Juvenile Crime Prevention Council; staff reported the State funds must be spent by June 30 or returned.

County Manager Lisa Hughes walked commissioners through the proposed FY2026 fee schedule changes, which include revisions to water rates based on a Wooten Company rate study, changes to solid waste stickers and household fees, the removal of a CD-ROM elections fee in favor of a USB flash-drive charge, increases to certain Parks & Recreation fees, and new inmate housing and visit fees for the sheriff’s office. A public hearing on the FY2026 budget and fee schedule is scheduled for June 12, 2025.

Why it matters: The approvals set budget and operational controls for multiple county services, commit funds for near-term vendor payments and capital leases, and update customer-facing fees and policies ahead of the FY2026 budget adoption.
