Mario Diaz, director of technology for the City of Sweetwater, explained the contract covers permitting, licensing, code enforcement and planning functions and that the product is currently used by municipalities including Coral Gables, Miami Beach, Pembroke Pines and Miami Gardens. When asked about hosting and data, staff said the service is hosted on Microsoft Azure and that the city would retain its data if it canceled the service. The initial contract fee starts at $38,000 per year; staff stated the price will increase 3% after three years and every three years thereafter.
Richard Ruby (director of field operations) described current software limitations (referred to in the meeting as a "watered down" system) and recommended the Tyler solution as providing broader functionality and online payment capabilities. Commissioners sought clarity on term and fees; staff said the agreement is ongoing under a yearly fee structure and may be canceled with the city retaining its data. The motion to approve the contract was moved by Commissioner Daniel Anos and seconded by Commissioner Saul Diaz; the commission approved the contract by voice vote.
