Staff readies impact-fee implementation; commissioners flag assessment date and join BOCC RV-code workshop

Staff informed the commission that on June 10 the Board of County Commissioners adopted an impact-fee ordinance, and that implementation work — including adding fee calculations to the permitting portal — is underway during the 90-day waiting period. "On June tenth of 2025, Board of County Commissioners unanimously approved the adoption of impact fees," staff said; the ordinance establishes fee collection at issuance and staff is preparing the permitting system.

Commissioners raised procedural concerns about how the ordinance is applied in practice: whether a permit application submitted before the fees take effect should be assessed by the fee (if issuance occurs after the effective date), or whether the assessment should be tied to the date of application. Commissioners noted the practical implications for permitting workloads and urged staff to pursue administrative or ordinance changes if necessary to avoid a last-minute surge of permit submissions and disputes over applicability.

Separately, the chair said the BOCC is scheduling a workshop to consider amendments to the county’s recreational vehicle (RV) rules and invited the planning commission to participate in a joint workshop to provide input. The chair stressed the RV code changes intersect with housing and affordable housing objectives and said staff and commissioners from both bodies would be involved in a public workshop.
