Commissioners reject sole proposal for Ada County Jail temporary kitchen after licensing shortfall

The Ada County Board of Commissioners voted Feb. 18 to reject the sole proposal submitted for RFP 25013, a design contract for a temporary kitchen at the county jail, after procurement found the bidder lacked an Idaho Public Works license.
Procurement staff presented a written recommendation saying the evaluation team reviewed the sole proposal from Cotton Commercial USA Inc. and concluded the company did not hold the required Idaho Public Works license.
"After reviewing the sole proposal submitted by Cotton Commercial USA Incorporated, it was determined that they did not have an Idaho Public Works license," procurement read in a letter dated Feb. 18, 2025, and recommended rejecting the proposal.
Commissioners moved and voted to reject the proposal as recommended. The board did not take further action on the project at the meeting; procurement indicated the lack of a proper license prevented moving forward with the award.
