Todd, a highway department representative, reported July 7 that the county’s chip-and-seal program is largely complete for this season’s work and that crews and contractors had addressed patching, culverts and drainage. He said about 116 miles have been chip-and-sealed to date and that contractor sequencing leaves some intersections to be finished after mainline work to reduce truck damage.
During public comment, resident Mike Powers described repeated flooding from a culvert on 500 East (the old KOA Campground Road) and said the existing pipe sizes (he described one 16-inch and one 18-inch culvert) allow water to back up onto his property during heavy storms. Commissioners and highway staff discussed how the county sizes culverts, and Tim (highway staff) said the department performs drainage-area calculations to determine appropriate culvert diameters.
Commissioner Brian Robbins asked staff to examine the hydraulics for the location and report back. The board asked that staff try to provide an answer by Friday so the resident would have clarity on whether the county intends to replace or upsized the culvert.
Why it matters: culvert size and drainage design affect private property flooding and the county’s maintenance obligations. The resident described repeated attempts to get staff response and emphasized property impacts during large rain events.
