Council tables library board appointment after heated public comments about nominee

The City Council on July 2 tabled an appointment to the Nogales‑Santa Cruz County Public Library board after multiple residents expressed opposition to one nominee on ideological grounds.

Public commenters Marco Antonio Flores Sr. and Fred Wilner addressed the council during the public‑comment period, saying they appreciated Mary Darling’s service but were concerned that her affiliation with a political party and perceived support for LGBTQ‑related materials might influence library policy. "Libraries used to be safe places, but they're no longer safe places in a lot of terms," Fred Wilner said, urging a vetting process for library materials.

Library staff explained that library trustees are selected under board bylaws, that appointments are advisory and that hiring or programming decisions go through established channels. The library director said nominations come through the board president and the board follows bylaws to recommend candidates to council.

Several council members said they heard strong community sentiment and asked that the library board consider alternate nominees and make the selection process clear to the public. Councilmember motioned to table the appointment and the motion passed.

Council did not remove the nominee from consideration; tabling allows trustees time to review the nomination and provide additional information or alternatives at a future meeting. The library director offered to email the board’s bylaws to council so members could review the selection process.

No formal changes to library policy were proposed at the meeting; council emphasized that trustees serve in an advisory capacity and that any proposed changes to programming would follow existing administrative and managerial review channels.
