Habitat for Humanity seeks $411,000 from MCDC to complete two 5‑plex townhouse buildings at Cotton Groves

Shonda Schaffer of Habitat for Humanity of Collin County requested $411,000 from MCDC to fund horizontal site work — grading, slab prep, contingency and administration — for two 5‑plex buildings (10 townhome units) at the Cotton Groves affordable housing development. The larger Cotton Groves development aims to deliver up to 35 permanently affordable homes and already includes an amenity center used for after‑school programming.

Schaffer told the board Habitat expects to occupy the units with qualified families and that volunteer labor and in‑kind commitments provide roughly 10% of the project value; the organization expects volunteer hours and community fundraising to contribute significantly toward the project. Board members asked about applicant readiness, the number of families on the wait list, and if other cities in Collin County had been asked to participate in funding the countywide museum or housing efforts; Habitat said residence fill is expected to be strong and that Habitat will pursue additional donors.

The board closed the public hearing and will consider funding at a later meeting or as part of project grant deliberations.
