Interim Finance Director Tammy Schnitzer told the board the district—s estimated 2026 property tax levy collections are $633,069.02, an increase of $5,074.84 over 2025. Schnitzer said the estimate relies on preliminary numbers from the assessor—s office and the district—s 2025 collection figures, including new construction and other additions. "They have not set the levy yet," she said, noting the figures are preliminary.
Schnitzer also presented the district—s proposed 2026 budget, reporting total expenditures of $785,052. She said that allocation includes $99,574 for recreation programming and $685,478 for parks operations. Revenue sources outlined in the presentation included the estimated $633,069 in property tax revenue and about $3,000 in investment revenue; Schnitzer said the budget would rely on an ending fund balance draw of $148,009.83, with an estimated ending fund balance of $133,800.
After the presentations, a board member moved to forward Resolution SMPD42-1025 (setting the 2026 ad valorem taxes) and Resolution SMPD43-1025 (the 2026 preliminary budget) to the Nov. 18 action agenda for further consideration. Both motions were seconded and carried on voice votes; no individual roll-call tallies were recorded in the meeting transcript.
There was no public testimony during either hearing. The board returned from the public hearings to the action agenda and took no further action at the special meeting. The district announced its next special meeting for Nov. 18 at 5:45 p.m.
